The District is seeking a Human Resources Administrator for its Fresno office. The eligible list established from this recruitment will be used to fill the current vacancy and may also be considered for future openings. This management-level, at-will position reports directly to the Director of Human Resources and plays a key role in the department’s operations. The Administrator oversees District HR programs and manages a team of professional, technical, and administrative staff handling a broad range of HR functions. Responsibilities include, but are not limited to, training, compensation, benefits administration, leave administration, risk management, legal compliance, and employee/labor relations. Additionally, the HR Administrator provides labor and employment guidance to District managers, supervisors, and staff on matters such as harassment prevention, discipline, hiring, contract negotiations, and policy interpretation and implementation.
Qualifications:
The ideal candidate for this position will have the ability to identify, analyze, and resolve complex human resource issues while fostering collaborative working relationships. A strong knowledge of federal and state employment laws is essential. This position requires expertise in interpreting, applying, and explaining complex laws, policies, rules, and regulations, as well as analyzing problems, evaluating alternatives, and making sound recommendations within legal and policy guidelines.

A strong commitment to customer service, a track record of achievement, an entrepreneurial approach to management, and a dedication to continuous improvement are also essential.
The Human Resources Administrator position is best suited for candidates with a combination of education and experience equivalent to a bachelor’s degree in business administration with an emphasis in human resources, public administration, psychology, or a closely related field, along with four years of professional-level experience in various human resources functions.
