The General Manager serves as the Chief Executive Officer of the District, accountable to the Board of Directors and responsible for enforcement of all District ordinances, policies, and procedures, and the efficient and economical performance of the District’s operations. While the GM has broad autonomy, major policy decisions and financial matters are subject to Board approval. The GM acts as the primary liaison between the Board, the community, and other entities. The GM is the public interface of the District and frequently attends evening and weekend meetings, providing public presentations to various community groups.   The GM directly supervises all District staff, including hiring, training, and evaluating personnel. The GM also oversees contractors and
