Position Overview:
The NCFPD is seeking a qualified candidate for the Finance Manager role. This position involves overseeing financial analysis, accounting, and operations according to GAAP (Generally Accepted Accounting Principles). The Finance Manager will manage the finance staff, validate data, handle financial documents, and support the Fire Chief and executive leadership with financial strategy and reporting. This individual will also play a key role in budget development, long-term financial planning, and fiscal oversight of the District’s operations.
Key Responsibilities:
Oversee investments, asset protection, and fiscal controls.
Develop and maintain financial policies, procedures, and documentation.
Manage the annual budget and monitor expenditures.
Ensure payroll and accounting transactions comply with applicable laws.
Review financial documents, perform reconciliations, and manage the annual audit.
Supervise and train finance staff, ensure accurate financial reporting, and make recommendations for process improvements.
Maintain effective internal controls and manage grant and reimbursement processes.
Provide strategic financial leadership and hands-on accounting management.
Prepare reports for federal, state, and local regulatory agencies.

Minimum Requirements:
Experience:
Minimum of 5 years of technical, administrative, and management experience in Finance/Accounting, preferably within a public agency or Special District.
Additional education may substitute for experience on a year-for-year basis.
Education:
A Bachelor’s degree in finance, accounting, public administration, or related field is required.
A graduate degree is highly desirable.
Licenses & Certifications:
Certification as a Certified Payroll Provider (CPP) or CPA is highly desirable.
Skills & Knowledge:
Experience with public sector financial management, including budget processes, GAAP, and fund accounting.
Ability to manage complex accounting tasks, analyze financial data, and provide strategic recommendations.
Knowledge of government financial software and Microsoft Office applications.
Strong communication skills and the ability to manage multiple tasks.
Special Requirements:
Must be at least 18 years of age.
Candidates will undergo a background check and medical examination.
