Summary
AC Transit is currently seeking candidates for the position of Attorney I. Under general supervision, this position, performs a broad range of professional legal work on behalf of the District. This is the entry-level classification and the first-level in the flexibly staffed Attorney series. Under general supervision, performs routine, professional legal work and assists the General Counsel in implementing the District's legal and risk management programs. Responsible for providing counsel on and appropriate responses to legal actions including preparation and/or review of legal documents, provision of legal advocacy, and legal representation; acts as a legal resource on a variety of legal matters and works under the supervision of higher-level General Counsel staff during the course of completing individual assignments. As experience is gained, assignments become more varied and are performed with greater independence.
Positions in the Attorney series are flexibly staffed in order to meet the legal service needs of the District. Positions at each level are normally filled by advancement from the prior level and progression to each higher classification is subject to the following: (i) management affirmation that the incumbent is performing the full range of duties assigned and (ii) after gaining requisite experience and demonstrating proficiency which meets the minimum qualifications of the next higher-level classification.
The responsibilities and work assignments within the Attorney classification series combine specialization and general practice, focusing on specific areas of law while also addressing a broad range of legal matters that include contracts, labor and employment, regulatory compliance, litigation, real estate, and risk management to ensure legal compliance and protect the District's interests. This is an unrepresented at-will classification.

Representative Functions
Investigates, researches, and prepares oral and written advice to the Board of Directors and District personnel on complex legal matters affecting a public transit district.
Works on assigned legal matters and litigation involving the District, including investigations, pleading, discovery, depositions, hearings, arbitrations, trials, and appeals.
Drafts and analyzes resolutions, memoranda, contracts, and other legal documents.
Exercises discretionary and independent judgment commensurate with the acquisition of specialized legal skills and experience.
Represents the District in administrative hearings.
Advises District personnel on general liability risk management matters including contractual risk and assessment of first-party and third-party liability claims.
Represents the District, and its officers and employees, in litigation including preparation of pleadings, briefs, and other litigation documents, court appearances, and motion practice; partners with and supports outside counsel representing the District.
Monitors and analyzes current legislation, regulations, administrative law and case law for impact on District business and operations.
Represents the General Counsel's Office at various Board of Directors and committee meetings.
Serves as a liaison for the legal program with other District departments and outside agencies.
Meets and negotiates with outside parties in matters arising out of claims, property transactions, and other District business.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency law.
Performs related duties as required.
Minimum Qualifications
Education:Possession of Juris Doctor (JD) degree from an accredited school of law.
Experience:One (1) year of recent and verifiable experience as a practicing attorney in civil or government law or an equivalent combination of training and experience.
License and Certification(s):Possession of an active membership, in good standing with the State Bar of California.
Special Requirements: (1) Must be able to travel throughout the Bay Area and within subpoena distance for trials, hearings, depositions, and arbitrations. (2) Must be able to attend meetings outside of regular business hours.

Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to attend off-site trials, hearings, negotiations, and to attend external meetings and events.
