The Alameda County Water District, located in Fremont, California, is seeking an exceptionally talented Water Use Efficiency Specialist. Under general supervision of the Water Use Efficiency Supervisor, this position provides administrative and technical assistance to the development, administration, and evaluation of District water use efficiency programs, including new and enhanced programs; proposes, develops, and disseminates program information and outreach materials; prepares technical reports, analyses, and program evaluations; responds to customer inquiries related to water usage, water use efficiency and water use efficiency programs, water waste, and water supply and drought conditions; makes presentations to community and other groups; and performs related work as required.
Water use efficiency is a key component of ACWD’s long-term water management strategy to meet its water supply reliability goals. As part of its water use efficiency program, ACWD works with all its customers, residential, commercial, industrial, institutional, and large landscape customers, to improve water use efficiency in the district’s service area. Examples of current water use efficiency programs include: (1) rebates for the installation of water efficient devices and fixtures and lawn removal, (2) landscape water budgets and irrigation surveys for customers with large landscape areas, and (3) water use audits for commercial, institutional and industrial customers. The Water Use Efficiency Specialist will administer these programs as well as track and evaluate new water conservation technologies for potential implementation.
Knowledge of water conservation technologies and practices is desirable but is not as important as solid program administration experience, demonstrated project management skills, good data analysis and interpretation skills, excellent customer service, public outreach, and public speaking skills, strong budgeting experience, solid government policy interpretation skills, excellent computer and writing skills, and the ability to work independently as well as establish and maintain effective working relationships with a wide variety of people.
DISTINGUISHING CHARACTERISTICS
Water Use Efficiency Specialist I is the entry-level in the Water Use Efficiency Specialist series. Under close to general supervision, within a framework of established policies and procedures, incumbents perform a variety of technical and administrative tasks of limited difficulty. Assignments are given in specific terms and are subject to frequent review while in progress and upon completion by the Water Use Efficiency Supervisor. There is limited latitude for independent judgment and action in well-defined areas of work.
This classification is distinguished from the experienced, journey-level Water Use Efficiency Specialist II class by the routine nature and limited complexity of work assignments and the level of supervision received. The Water Use Efficiency Specialist I and II classifications are flexibly staffed. Upon recommendation of the immediate supervisor and approval by the department manager, incumbents in this class may advance to the Water Use Efficiency Specialist II classification after two (2) years at the first level and with demonstrated proficiency to meet the job requirements of the Water Use Efficiency Specialist II classification.

Possession of a Baccalaureate degree from an accredited college or university with a major in public administration, landscape design, engineering, environmental studies, public relations, or a related field.
