We are excited to announce that we are now accepting applications for a Buyer / Senior Buyer in our Financial Services Department. The Buyer will report directly to the District CFO and work on a variety of procurement activities including: developing and administering Request for Proposals (RFPs) District-wide, administering the competitive bidding process, managing District contracts, reviewing insurance requirements, and enforcing public-sector procurement policies and regulations.

MINIMUM QUALIFICATIONS

Buyer

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work or specialized training in public administration, business administration, or a related field. An associate degree is highly desirable.

Experience: Three (3) years of increasingly responsible procurement experience, including administering RFPs and managing agency/company contracts, preferably in a public-sector agency.

Senior Buyer

Education: Equivalent to a bachelor's degree in public administration, business administration or a related field.

Experience: Five (5) years of increasingly responsible advanced procurement experience, including administering RFPs and managing agency/company contracts, preferably in a public-sector agency.

Certifications and Licenses: Valid class “C” California Driver’s License and a satisfactory driving record.

Mesa Water District is a local government agency providing water to over 110,000 residents including homes, business and industries in Costa Mesa, parts of Newport Beach, and some unincorporated areas of Orange County including the John Wayne Airport. An industry leader, Mesa Water is known for its advanced water treatment practices and use of multiple technologies. The District is governed by an elected five-member Board of Directors, who appoints the General Manager. The General Manager is responsible for directing approximately 55 employees in the operation of the District.
