THE COMMUNITY: The Salton Community Services District is located on the Western Shores of the Salton Sea. It is a desert community having both Spanish and English speaking community members. The District is seeking a responsible, honest, ethical and experienced leader for its new General Manager. This position will provide the right candidate with an excellent opportunity to help advance the local community by managing wastewater and parks services for the Salton City and Desert Shores communities. The District provides wastewater treatment services at the three facilities, parks and recreation and contract solid waste contracting services. It is located in Imperial County and is within driving distance of San Diego and Palm Springs.
THE POSITION: The General Manager has primary responsibility to manage the day to day operations of the District under the direction of a five member Board of Directors. The General Manager is responsible for the management and administration of the District, its services and personnel. The General Manager advises the Board of Directors, provides supervision to district employees, manages the District's budget, contracts and programs, assures compliance with applicable laws with the advice of the District legal counsel and interacts with the Community and other public and private organizations. The District is in need of replacing infrastructure and may need to design and construct new facilities. The District will need to seek funding for the design and construction of new facilities.
THE IDEAL CANDIDATE: Will have experience as a Manager at a local government agency serving a multi-cultural community and responsible to the elected Board of Directors. The candidate will have a background in public works, community relations, finance and administration under the California Government Code and Health and Safety Code. The candidate will have unquestionable ethics, good judgement, a commitment to responsible administration and compliance with laws governing Community Services Districts in California including conflicts of interest laws. The candidate will develop positive and respectful relations with the staff, Directors, community members and the County of Imperial. The ability to work with the Local Area Formation Commission, the County of Imperial and Spanish speaking residents is essential. The ability to speak Spanish is desired but not necessary. Wastewater treatment facility development, management and operations is desired. The General Manager will establish a transparent open an trustworthy reputation in the community and with other agencies. The position has been a full time position, but depending on the level of experience and the progress on projects it could become a part-time position with the correct staff and development.

A combination of training and experience that would provide the required knowledge., skills and abilities will qualify. A minimum of five years experience as a manager or staff at a local government agency, directly serving an elected Board is desired.
