POSITION SUMMARY Under general direction, provides project management to the planning of various District activities, such as water resources policy and projects, Watermaster activities, and groundwater production and cleanup projects. This is a professional position responsible for comprehensive resource planning, water reliability studies, ongoing coordination to support the implementation of new water resource projects, drafting of planning documents, strategic planning participation, and grants and loan management.

The incumbent recognizes that this list is not comprehensive and may change as job function and needs of the District and its facilities change. • Develop and participate in the preparation of complex planning programs, studies and reports related to current and long-range water resources planning, groundwater demand, and optimization of use of producer’s groundwater rights; • Support organizational water management, water resources planning and/or water resources development activities and initiatives; • Manage and oversee local, state, and federal grant and loan opportunities, applications, and compliance from beginning to post-performance reporting; • Develop and maintain professional working relationships with the District’s staff, Board members, and stakeholders; • Analyze, synthesize and communicate complex technical and policy issues to a variety of audiences; • Prepare clear, comprehensive and persuasive oral and written summaries and reports; • Provide assistance with the District’s annual budget process, support the development of capital project budgets as part of the District's 5-Year Capital Improvement Plan to develop new water resources projects in close coordination with other District departments; • If assigned to Watermaster Department, assist in the administration of all Watermaster duties, including but not limited to tracking monthly pumping, leases, sales, and storage applications and projects; preparation of annual Watermaster reports and regular association and Water Rights Panel meetings; • Manage consultants and contracts as needed to facilitate planning level studies and work, such as feasibility studies, master plans, environmental impact reports, economic analysis, water supply plans, and strategic planning documents; • Represent the District at local, state and federal stakeholder and professional group meetings and industry organizations; • Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.
Candidate should possess knowledge of: • High level water resources planning, with the ability to manage complex technical issues to support the development of water resources projects. • Seeking and managing public funding (i.e. grants and loans) for plans, studies, and capital projects. • Water governance, water policies, and general practices of public administration. • Regional, state and national water issues.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning, environmental planning, water resources engineering, natural science, public administration, or related field. Any combination of education and experience providing the required knowledge, skills, and abilities may be qualifying. A Master's degree is strongly preferred. Certifications: Valid California Class-C Driver’s License and the ability to maintain insurability under the District’s vehicle insurance policy are required. Experience: At least 5 years of progressively responsible experience in the above-mentioned fields of study or an equivalent combination of training and experience.

The Water Replenishment District of Southern California (WRD) is the largest groundwater agency in the State of California, managing and protecting local groundwater resources for over four million residents. WRD's service area covers a 420-square-mile region of southern Los Angeles County, the most populated county in the United States.
