The City of San Jose is looking for two results-oriented managers with the ability to deliver operational efficiencies and financial sustainability while overseeing their program areas, communicate skillfully, work collaboratively and attract, develop and empower talented employees throughout the divisions. The successful candidates will be expected to continuously demonstrate the interpersonal skills and judgment to create trust, deliver results, and influence a positive inclusive culture.
The Division Manager for Recreation Services. Recreation Services and programs are delivered through 12 Hub Community Centers, Northside (Jacinto Tony Siquig) and Bascom Community Centers and through 33 Neighborhood Center Partner Programs which are operated in partnership with nonprofit organizations. Services include adult and youth-based programming including preschool, an afterschool program, fitness, aquatics, sports leagues, summer camps, and general interest classes. Other program areas are older adult services including senior nutrition and therapeutic programs for all age groups.
Reporting to the Deputy Director, the Recreation Services Division Manager is responsible for division strategic planning and operations. The position oversees all day-to-day operations of the division, including budget, program development, service delivery, and financial sustainability. The Division Manager is also responsible for providing leadership in advancing division and/or department-wide initiatives, and for carrying out division responsibilities in the Deputy Director’s absence.
While overseeing an operating budget of approximately $24 million, this Division Manager has up to 6 direct reports and oversight of about 254 full-time equivalent employees. This Division Manager leads a team of Recreation Superintendents, Analysts, and Recreation Supervisors in daily operations, coordinates a department-wide financial sustainability effort, and seeks and/or develops innovative strategies for program growth and enhancement.
The Division Manager for Community Services (BeautifySJDivision) - The newly created Community Services Division consists of three major program areas: Beautify San Jose, Project Hope and Youth Intervention Services. Reporting to the Deputy Director of Community Services, the BeautifySJ Division Manager is one of two Division Managers responsible for delivering neighborhood-based strategies to ensure a safe, clean and engaged community. This position oversees strategic development of BeautifySJ operations, including budget and program development, interagency agreements, and managing a complex service delivery system. The BeautifySJ Division Manager is also responsible for providing leadership in advancing division and/or department-wide initiatives, and for carrying out division responsibilities in the Deputy Director’s absence. A key deliverable will be the development of a performance metrics system that will report on the outcomes through quantitative and qualitative methods. Additionally, the Beautify SJ Division Manager will be responsible for the identification and coordination of resources to respond and address ongoing blight and encampment concerns.
This Division Manager for BeautifySJ has an operating budget of approximately $14 million. This Division Manager has up to 3 direct reports consisting of a Program Manager, Community Program Administrators and a Geographic Information System Analyst to conduct data driven analysis and decision-making to ensure that daily operations are functioning effectively. There are over 50 full-time equivalent employees in the BeautifySJ unit.
A bachelor’s degree from an accredited college or university in public or business administration, recreation, leisure, sociology, psychology, parks management, and/or related field; a Master's degree is preferred.
Must have six (6) years of progressively responsible directly related experience, including three (3) years of supervisory experience.
Experience managing a work unit equivalent to a major division within a public agency is strongly preferred.
Experience in recreation administration, public administration and/or parks administration is strongly preferred.
Licenses: Must have valid CA driver’s license; Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) designation is preferred.

The approved salary range for this position is $112,792 - $172,276. In addition to the starting salary, employees are eligible for approximate five percent (5%) on-going non-pensionable pay. The actual salary will be determined by the selected candidate’s qualifications and experience.
