A Bachelor’s degree from an accredited college or university with major coursework in public or business administration, finance, engineering, environmental science, or a related field is required; a Master’s degree in a related field is highly desirable. Candidates must possess at least ten (10) years of progressively responsible administrative and management experience involving water/wastewater utility planning, coordinating, and operations, including five (5) years of working with elected officials and senior level supervisory experience. Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A Professional Engineering license in Civil Engineering with the State of California is desirable, as are certificates or advanced training in management and leadership are desirable and distribution or treatment certifications issued by the State of California or Department of Health Services.
