Under general direction, to serve as an integral member of the Executive Management Team; plan, direct, manage and oversee the activities and operations of the Recreation & Community Services Department; serve as a technical advisor to the City Manager and City Council on matters regarding Parks & Recreation facilities, parks, and program needs; coordinate assigned activities with other City departments and outside agencies; and to perform related duties as required.

Modern highly complex principles and practices of parks and community services program development and administration, and park facility design and use. Procedures for planning, implementing and maintaining a variety of recreation activities and programs. Recent developments, current literature and sources of information related to community service program administration and alternative financing. Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Pertinent State, Federal, and local laws, codes and regulations. Principles and practices of budget preparation and administration. Principles of supervision, training and performance evaluation. Organize, direct and coordinate the activities of the department in a manner conducive to full performance and high morale. Understand and implement the park and community services needs of the community and recommend facilities and programs to meet those needs. Prepare and present complex reports. Gain cooperation through discussion and persuasion. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Interpret and apply City policies, procedures, rules and regulations. Communicate clearly and concisely, both orally and in writing. Maintain liaison with various private and public agencies, and deal successfully with the public and other interested groups. Prepare and administer a budget. Select, supervise, train and evaluate personnel.
