THE COMMUNITY: The Santa Ynez Community Services District Board of Directors is seeking an enthusiastic, creative and experienced leader for their new General Manager. This is an excellent career opportunity to manage the wastewater services of an outstanding community. Services provided by Santa Ynez CSD include wastewater collection and contract operation of a 0.32 MGD wastewater treatment plant. Santa Ynez, a small western township formed in 1882 is located one mile from the historic San Marcos Pass Stagecoach route over the Santa Ynez Mountains between Santa Barbara and Los Olivos. The town’s western front architecture boasts a variety of shops, services, restaurants and accommodations for residents and visitors.
THE POSITON: The General Manager is the chief executive officer of the District under the direction of a five-member Board of Directors. The General Manager is responsible for the overall management and administration of the District, its services and personnel. Major functions of the position include: assisting and advising the Board of Directors, providing supervision to district employees, managing the Districts’ budget, contracts and programs, and representing the District at local, regional, and state meetings.
THE IDEAL CANDIDATE: The Ideal Candidate will be a progressive leader and strong administrator with the ability to develop and maintain positive working relationships with a wide range of staff members, policy makers, constituents and community partners. A strong background in management and public works administration are essential components of this position. A thorough knowledge of public sector budgeting, water and/or wastewater practices, capital construction projects, human resource issues and contract administration is desired. The ability to work cooperatively with neighboring cities and the Santa Ynez Band of Chumash Indians is important. Wastewater operation experience is desired but not required. The General Manager will maintain high ethical standards and establish trust and credibility in the management of the District.
EDUCATION AND EXPERIENCE: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Graduation from an accredited four-year college or university with major coursework in public or business administration, public policy, finance, accounting, engineering, or a related field and five (5) years of management or administrative experience, preferably in a public agency reporting to an elected Board or Council. Work experience in the wastewater and/or water industry is highly desirable.

Additional Salary Information: Medical Insurance: The District provides group medical, dental, disability and life insurance. The District’s current contribution is $984.06 per pay period for insurance. Employees decide how they want to spend their insurance contribution per category (cafeteria style plan).
Retirement: The District participates in the two retirement systems; a 401A plan and a 457 plan. The District contributes 7.65% of wages into 401A retirement, and 6.2% of wages into 457 plan. Employee must put in a minimum of 6.2% into the 457 plan. The 457 plan is a Qualified Retirement Plan thus the District does not participate in Social Security.
Sick Leave Accrual: Employees shall accrue sick leave at a rate of (1) working day per month.
Vacation Accrual: Employees accrue vacation at the rate of 10 hours per month (15) days per year for the first 5 years of service, and 13.3 hours per month (20) days per year for the next 5 years of service.
Holidays: Twelve paid holidays plus one floating holiday each calendar year.
Administrative Leave: Administrative Leave of 40 hours per agreement year.
Additional Benefits: An auto allowance of $500.00/month is provided along with a District paid cell phone.
