ABOUT THE POSITION: Reporting to the Chief Operating Officer, the Clerk of the Boards plans, develops, coordinates, and manages the activities of staff engaged in specialized and responsible ministerial, and staff support functions for South Coast AQMD Governing Board and Hearing Board. This class is further characterized by the responsibility to perform extensive liaison and coordination responsibilities with Board members, South Coast AQMD personnel, the public, and representatives of a variety of public agencies and private organizations, and to act as custodian of official South Coast AQMD Hearing records. The Clerk of the Boards has a significant role in the hiring process for Hearing Board members and arranging training for new members. The Clerk of the Boards class is distinguished from the class of Senior Deputy Clerk in that the latter class performs the more specialized, difficult and responsible ministerial, and staff support functions and performs lead responsibilities over subordinate journey-level Hearing Board staff. Application Deadline: December 3, 2019, 5:00 PM EXAMPLE OF DUTIES: Plans, develops, coordinates, and manages, through subordinate lead personnel, the activities of staff engaged in specialized and responsible ministerial, and staff support functions for South Coast AQMD Governing and Hearing Boards; attends, monitors, and records the most complex and sensitive hearings, such as appeals and abatement hearings. Monitors the coordination and scheduling of Governing and Hearing Board calendars, including public notification, the preparation and distribution of agendas, and the recording of Hearing Board proceedings; edits Finding and Decisions and Minute Orders prepared by staff, as required, to ensure accuracy, completeness, and adherence to South Coast AQMD rules and state regulations; reviews the most complex Hearing Board petitions for variances and provides technical guidance on the most difficult and sensitive issues and problems. Interprets South Coast AQMD rules and regulations, California Health and Safety Codes, and Public Meeting laws to formulate recommendations for Hearing Board policies and procedures; plans, develops, and revises Hearing Board procedures and work methods to develop a more efficient operation and to ensure adherence to applicable rules, regulations, laws and codes; evaluates the efficiency of Hearing Board operations through the review of report and statistical data prepared by subordinate lead personnel. Performs extensive liaison and coordination responsibilities with Board members, South Coast AQMD personnel, petitioners, a variety of public agencies, and private organizations to disseminate or obtain information; responds to difficult and complex procedural inquiries. Acts as custodian of the files and ensures the accurate maintenance of South Coast AQMD's official records of hearings; coordinates the compilation and issuance of official transcripts, upon request. Performs administrative and ministerial responsibilities such as administering and forwarding oaths to the Secretary of State and county officials; issues subpoenas and follow up for nonappearance, continuances, or ex parte emergencies. Performs administrative and staff support functions for Hearing Board members including reviewing and typing a variety of documents, arranging meetings, making travel arrangements, and providing travel reimbursement; composes non-routine correspondence for own signature or signature of Hearing Board members. Reviews and analyzes workloads and other statistical data required for budget and personnel planning; develops the budget and manages expenditures for the Hearing Board Office. |
