Water Operations Manager plans, organizes and manages staff engaged in the operation and maintenance of the City's potable water production and distribution systems and provides oversight of the water quality section.
The ideal candidate will have strong business process analysis skills that will be used to provide analysis of operational and financial requirements and methods for ensuring that current and future water demands of the City businesses and residents are met safely, reliably and economically. The ideal candidate will also be a leader and will have the ability to get staff excited to work to accomplish the City's goals for the Water utility.

Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the Department's and City's mission, objectives and adhering to the City’s values.
Applies process improvement and quality management principles to assigned areas of responsibility.
Participates in formulating and implementing Division goals and objectives to achieve departmental strategic objectives for the development and maintenance of the City's water production and distribution infrastructure.
Directs the development and achievement of the City's water quality and treatment standards and goals.
Directs the response to, and ensures that resources are available for, recovery of service during emergencies.
Identifies short- and long-term operational issues and concerns and utilizes them to develop capital improvement/maintenance project priorities.
Performs complex financial analyses and rate/cost analyses; provides advanced impact assessments of alternative return-on-investment scenarios; reviews and approves estimates of personnel, material and equipment costs for projects.
Directs the preparation of Requests for Proposal for section construction and maintenance projects, including overseeing bid evaluations, selection of successful bidders and preparation of agenda reports and other materials for approval.
Through subordinate supervisors, directs and oversees development and implementation of water quality plans and programs to ensure compliance with the Safe Drinking Water Act, Clean Water Act and other state and federal regulatory requirements.
Directs the delivery and tracking of mandated certification programs, specialized skills training and mandated safety policy and procedures training.
Oversees development and submission of applications for state and federal grant funds and the administration of grant contracts to ensure compliance with grant terms and conditions.
