The Palos Verdes Library District (PVLD) is seeking an experienced and innovative leader to join our executive management team as Finance Manager.
The Finance Manager is an integral member of the District’s executive management team and provides complex support to the District Director and the Board of Library Trustees. The Finance Manager plans, organizes, manages, and provides administrative direction and oversight for all activities related to the District’s finance functions, including payroll, finance, accounting, budgeting, procurement, and risk management. Duties include establishing and administering procedures to ensure control over all District revenues and expenditures, overseeing and managing the district's pension costs and long term-unfunded liabilities, ensuring compliance with all relevant legislation, regulations, and accounting standards, preparing and administering the annual budget, assisting the District Director with developing District fiscal policies, overseeing benefit and payroll administration, and preparing and presenting financial reports to the Board of Library Trustees and outside agencies. The Finance Manager develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for finance and benefits/payroll.
The ideal candidate’s skills and abilities will include a combination of the following:
Demonstrated experience managing organizational budgets and a thorough understanding of public agency budgetary, contract administration, accounting, and administrative principles and practices.
Excellent management skills and leadership ability with an emphasis on collaboration and team building.
Strong grasp on forecasting, accounting and accounts payable, cash management, and strategic decision making.
Strategic thinker and innovative problem solver that proactively evaluates department functions for efficiency and effectiveness.
Thorough knowledge of MS Excel and intermediate/advanced skill set in creating spreadsheets, functions, advanced formulas, tables, and charts
Strong attention to detail and exceptional organizational skills.
Proven financial acumen, exceptional communication skills, and credible public presenter.
Ability to interact skillfully and tactfully with people at all levels of the organization and a collaborative approach to working with internal and external stakeholders including community partners.
Comfort with technology and operating in a fast-paced environment.
A commitment to public service and delivering exemplary customer service.

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, accounting, finance, or a related field, and five (5) years of increasingly responsible management or administrative experience in finance administration in a public agency. Possession of a Master’s Degree or CPA certification is desirable.
