Under administrative direction of the Marin City Community Services District Board, assumes responsibility for the overall management of the District. Plans and directs comprehensive parks and recreation services, programs and operations; determines and interprets departmental policies; plans, assigns and evaluates the work of division managers; hires, trains, supervises and evaluates subordinate staff; and performs related duties as assigned.
The incumbent receives direction from the District Board and exercises direction over supervisory, professional, technical and assigned staff. This is an at will position that serves at the pleasure of the Board of Directors.
DUTIES & RESPONSIBILITES:
Duties may include, but are not limited to, the following:
Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the department; coordinate the work of the department with other District divisions, outside agencies, consultants and vendors.
Plan, organize, manage and direct, through subordinate managers, the activities of the department.
Develop and create clear standards and schedules for park and facility maintenance of all District properties.
Directs the financial management to assure adequacy and soundness of its financial structures and operations and provides proper utilization of resources in the achievement of planned goals as required.
Directs and periodically audits all work activities to assure an efficient, smooth running operation is functioning in accordance with prescribed policies, procedures and regulatory requirements, monitor actual expenditures to budget on a regular basis; review and approve financial reports, contracts and budget change requests.
Confer with the District Board to plan the work of the department, exchange information and to insure consistency of District policy in the area to which assigned.
Direct the selection, supervision and evaluation of assigned staff; plan and implement staff training and development to enhance program effectiveness.
Respond verbally or in writing to questions and complaints from citizens; provide technical assistance to non-profit and for-profit organizations that work cooperatively with the department in providing constituent services.
Direct the preparation of a variety of studies and reports relating to department operations; develop specific proposals to meet them; direct the preparation of specifications and Requests for Proposal for services; manage and administer contracts.
Prepare and/or review reports for the District Board.
Assist in the preparation of policies to be voted on and passed by resolution of the Board of Directors.
Act as the District’s business and purchasing agent by functioning to expedite the business of the Board, and by contracting with various businesses and agencies as duly authorized under law.
Assist and ensure that the Board of Director’s agendas are prepared, properly noticed and posted and packages received by appropriate Board members and County Officials in accordance with the California Government Codes.
Prepare and present monthly and quarterly reports to the Board covering the status and progress of all programs, including monthly and quarterly financial reports as requested by the Board.
Serve as the liaison with the Marin County Board of Supervisors and employees of the County. Assist in the development and preparation of policies, procedures and regulations to be approved by resolution by the Board.
Work closely and serve as the liaison with the Community Services Development agency as it relates to redevelopment.
Advocate effectively on behalf of the District and in the best interest of Marin City’s residents.
Work with the philanthropic community, County of Marin, local, regional, state and national agencies to seek funding for Marin City Community Services District.
Other duties as assigned by the Board.
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable. May substitute applicable work experience or education.
Minimum requirements include a bachelor’s degree from an accredited college or university in public administration, recreation, park management or a closely related field. A Master’s degree in Public Administration is highly desirable.
Five years of responsible management experience in parks and recreation administration, or a closely related field with three years of supervisory experience. Public sector experience is highly desirable. Cultural sensitivity and experience working with diverse communities is a plus. Other desirable qualities include the ability to fundraise, solicit grants and manage large capital improvement projects. The Board is seeking a highly self-motivated and committed professional who is a visionary and a collaborator and is passionate about community engagement.
KNOWLEDGE AND ABILITIES:
Principles, practices and programs related to the recreation, park services and cultural programming for an urban population.
Organizational and management practices and methods, including goal setting, program development and implementation, and employee supervision.
Federal, State and local laws and regulations pertinent to services provided.
Principles and techniques of fund raising and grant development.
Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs of District divisions.
Principles and practices of project management and contract administration.
Personnel management, employee relations, team building, budget development, and financial management.
The Ralph M. Brown Act, the California Government Code Section 54950 et seq, and the Public Records Act.
Develop and implement goals, objectives, policies, procedures, work standards and internal controls; oversee and direct a comprehensive aging, health and human services function.
Prepare and administer departmental budgets; negotiate and administer a variety of contracts.
Develop and maintain positive relationships with community leaders, organizations, businesses and staff; coordinate a variety of projects and activities inter-departmentally and with outside agencies; plan, organize, direct and coordinate a variety of functional specialties with overlapping work areas.
Supervise and direct subordinate, professional and support staff; interpret and enforce administrative/operational policies, practices and procedures; analyze and solve problems of a complex nature; maintain departmental and State safety standards.
Analyze complex technical and administrative information; evaluate alternative solutions and recommend or adopt effective courses of action.
Communicate effectively and persuasively in both oral and written format; speak in large and small group settings; prepare and analyze comprehensive reports; conduct staff meetings.
Exercise sound independent judgement within general policy guidelines.
Establish and maintain effective work relationships with those contacted in the performance of required duties.
LICENSE OR CERTIFICATE / OTHER REQUIREMENTS:
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be an efficient method for traveling to the locations required. Therefore, individuals who are appointed to this position will be required to maintain a valid California Driver’s License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Candidates who receive offers of employment may be required to submit fingerprints, undergo a criminal record clearance, and have a physical examination including a TB and drug screening.
