Utica Water and Power Authority is a small but dynamic public agency seeking a new General Manager. UWPA is a Joint Powers Authority that delivers water to its two member agencies (Union Public Utilities District and City of Angels Camp) and to its irrigation customers. Based in Angels Camp, UWPA has eight full-time employees and two part-time employees who operate and maintain its historically designated water conveyance system and its two small hydroelectric powerhouses. UWPA holds pre-1914 water rights and two FERC licenses that the GM is responsible for administering.
The GM reports to a five-member board of directors and is responsible for overseeing water and hydropower operations, maintenance, administration, budgeting, contracting, public relations, regulatory compliance, and infrastructure repair and replacement. The ideal candidate is an engineer or experienced operator with electrical and mechanical experience, is familiar with water delivery and water rights, and has hydroelectric operations supervisory experience, including experience with FERC compliance, PG&E interconnections, and Cal ISO processes. An attorney with relevant public agency management experience will also be considered. Experience obtaining grants and financing for infrastructure projects is highly desired. The Board is seeking a results-oriented leader to join a dedicated and talented team. The GM will be required to represent UWPA in public presentations and in meetings with neighboring public agencies and should be able to advocate for the agency on State and Federal policy matters, as needed.
Salary range is $100,000 to $120,000 and is dependent upon qualifications and experience. Benefits include an excellent health package, dental/vision/life, CalPERS 457 Plan with a matching contribution, and a generous PTO policy. The agency is pursuing a CalPERS pension plan for its employees. Please submit cover letter, resume, and three references to: Utica Water and Power Authority, P.O.
