East Bay Municipal Utility District (EBMUD), one of nation’s largest independent water and wastewater utility, invites qualified professionals to apply for the position of Management Analyst II. The Management Analyst II performs difficult to complex analytical work in various management areas. Major duties include supporting the planning and development of East Bay Municipal Utility District’s (EBMUD's) biennial operating budget and the five-year Capital Improvement Program (CIP) budget including the monitoring, tracking, and reporting of expenditures compared to budget. Assignments are given and individuals are expected to exercise a wide latitude of independent judgment in the selection of methodology, analytical technique, and making recommendations.
The other duties include: planning, organizing, and preparing departmental budgets; reviewing budget requests for appropriateness, accuracy, and cost justifications; discussing budget findings and recommendations with managers, supervisors, and other personnel; presenting recommendations; preparing reports on the basis of analyses; collecting, compiling, and analyzing information and data in the preparation of reports, memoranda, and other documents; coordinating and undertaking projects, studies, and other activities with various EBMUD staff and other agencies; and planning, organizing, developing, and conducting projects using various quantitative methods such as cost analyses, systems analyses, etc.
The ideal candidate for the independent, analytical, line staff nature of this position will be: a self-starter, resourceful, a quick study, able to act with flexibility, able to influence without authority, and results-oriented.
Basic analytic methods.
Various data presentation techniques (charts, tables, graphs, etc.).
Basic information and data gathering techniques (interviews, surveys, sampling, etc.).
Time management principles in scheduling projects and workload.
Basic budgeting principles.
PC software applications (Excel, Word, PowerPoint, etc.).
Oral and written presentation methods including appropriate use of computers, agendas, handouts, charts, graphs, etc.
Perform basic math calculations.
Pay attention to details.
Write and speak clearly and provide information one-on-one and in groups.
Exercise tact/discretion and maintain confidentiality of information.
Balance level of effort to complexity or importance of task.
Organize and prioritize work to meet deadlines with multiple concurrent deliverables.
The salary range is $8,638 per month increasing to $9,070, $9,523, and $9,999 after 6, 18, and 30 months, respectively.

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:
A bachelor’s degree or its equivalent, with major work in business or public administration or a directly related field; AND
Two years of professional experience in administrative, management, budgetary, or systems analyses. A Master's degree in business or public administration or a closely related field may be substituted for one year of experience.
