East Bay Municipal Utility District (EBMUD), one of nation’s largest independent water and wastewater utility, invites qualified professionals to apply for the position of Manager of Regulatory Compliance. Under administrative direction as a division manager, the Manager of Regulatory Compliance plans, directs, organizes and controls East Bay Municipal Utility District (EBMUD) wide regulatory action and related corporate support programs through subordinate managers who are subject matter experts in the areas of workplace health and safety, environmental compliance, business continuity, and security and emergency preparedness. The Manager establishes and maintains the division's programs and priorities to meet EBMUD’s regulatory compliance goals and objectives. The Manager is an at-will position, exempt from EBMUD’s civil service selection rules.
The ideal candidate will demonstrate the following technical and managerial competencies.
Technical competency in:
Principles and practices of environmental planning and the application and interpretation of federal, state and local laws and regulations governing water and wastewater treatment, emergency planning and preparedness, occupational health and safety and related aspects of EBMUD operations;
Political and legislative process of local, state, and federal government;
The principles and practices governing public participation and information exchange in formulating and adopting public policy;
Directing, coordinating and monitoring environmental compliance, business continuity, security and emergency preparedness, and workplace safety programs;
Regulatory agency functions, organizations and procedures;
Providing liaison and coordination with outside agencies and public jurisdictions.
Managerial competency in:
Developing and administering programs and budgets, managing projects, and supervising and developing employees;
Making clear, concise and effective written, graphic, and oral presentations of complex and/or controversial information;
Establishing and maintaining effective working relationships with EBMUD staff, regulatory agencies, special interest groups and others contacted in the course of the work;
Exercising sound, independent judgment within general policy guidelines; analyzing complex technical and administrative problems, evaluating alternative solutions, and adopting effective courses of action.
The annual salary is $147,528 up to $213,096. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($191,784 per year).

Possession of a Master's degree from an accredited college or university in a scientific or engineering discipline, or related field and
Several years of progressively responsible management or supervisory experience that includes administering regulatory compliance and risk management efforts such as those required to meet permitting, licensing, operation, or maintenance of major urban water and wastewater systems. An additional year of qualifying supervisory or management experience may be substituted for the Master's degree requirement.
