DISTRICT MANAGER – MISSION RESOURCE CONSERVATION DISTRICT
Founded in 1944 to educate landowners and the public about resource conservation, Mission Resource Conservation District is located in the beautiful community of Fallbrook, in north San Diego County.
In efforts to foster land stewardship ethics and long-term sustainability of agricultural land use, Mission RCD founded the second agricultural mobile lab program in the state, through a grant from the Department of Water Resources in 1982. The District has maintained the mobile lab since that time and has completed thousands of irrigated cropland evaluations. Additionally, the District expanded its mobile lab concept to include landscape irrigation audits in 1992 and has completed thousands of residential water use audits in San Diego and Orange Counties, as well as verifications for efficient irrigation equipment installation and turf removal.
As a leader in local natural resources conservation, Mission RCD identified the infestation of Arundo donax in the San Luis Rey and Santa Margarita River Watersheds as a major unsolved problem. As such, the District established the Santa Margarita/San Luis Rey River Watersheds Weed Management Area program which has been ongoing since 1997. Arundo has been controlled and monitoring in over 600 acres within the San Luis Rey River Watershed alone, working under District permits that encompass both private and public lands.
Mission RCD is seeking a District Manager. This position serves as the chief administrative officer responsible for managing and directing internal business operations of the District consistent with the strategic plan, goals/objectives, and policies/procedures established by a five-member Board of Directors. The District Manager leads a staff who work under conditions of considerable independence. He or she must have a strong track record of working with a wide variety of partners and community stakeholders including government, environmental, and agricultural groups.

Policies & Programs
BA/BS from an accredited school in environmental planning, natural resource management, business administration, public administration or a related field. A Master’s degree is preferred.
A minimum of five years of experience with a public agency or non-profit organization with experience in financial and organizational management, grant writing, grant management, fundraising, foundation contact, and human resources.
Must be able to manage and develop departmental teams, set and achieve strategic goals and objectives, and manage complex budgets.
Knowledge of agriculture, landscape, natural resources, and land use issues in north San Diego County.
