The Human Resources Manager (HRM) works directly with the General Manager to strategically manage the District's Human Resources Program. The program areas include employee/labor relations; recruitment, testing, and selection; classification and compensation; employee benefits administration; orientation of new employees; Human Resources information systems; soft-skills and mandated training; employee development; performance management; policy development; and Human Resources records management. The position reports to the Business Services Manager and assists management staff in implementing Human Resources programs. The HRM supervises the Organizational Support Team comprised of four professionals Human Resources, Occupational Heath & Safety, Training, Quality/Organizational Performance, and Administrative Support staff.
This classification supports and works effectively in a team-based organization, carrying out technical, coaching, supervisory, project management, and administrative responsibilities. This class requires the ability to exercise a high degree of independent judgment and highly effective decision-making, communication and interpersonal skills.
Examples of duties:
- Administer and direct a comprehensive Human Resources program.
- Administer and direct the labor relations program, including all matters related to the MOU, discipline, and grievances; assist management and work with the Union to resolve sensitive labor relations concerns and grievances at the lowest level; confer with the District's labor relations consultant and/or employment attorneys as needed; and represent the District in matters of concern to the Union, classified employees, and unclassified employees.
- Under Board direction and working with the General Manager and the District's labor relations consultant, participate in contract negotiations; oversee staff research on cost of proposals, benefits issues, including pensions, medical benefits, and retiree medical benefits; public agency practices; and other related topics.
- Oversee and conduct recruitment and selection activities, including assisting with analysis of staffing needs; recruitment strategies; creation of written, performance, and interview testing components; advertising strategies; candidate assessment; completion of physical exams, background checks, preliminary and final offer letters, and new hire orientation activities.
- Conduct investigations of employee issues, including those that may lead to discipline; employee complaints; and employee relations issues; interpret and apply the Memorandum of Understanding; Unclassified Employees Rules and Regulations, District policies, and District rules.
- Manage and direct the District's classified performance management program; train management staff in best practices for evaluating performance; consult with management in developing plans for resolving performance issues; oversee administration of the unclassified employees' merit compensation plan.
- Manage, direct and conduct compensation studies; manage or conduct classification studies and job audits; recommend amendments to existing class descriptions; direct or conduct salary surveys and recommend appropriate salary ranges.
- Interpret, apply, develop and/or assist in the development and implementation of District policies and procedures; create Talking Points and schedules for Coaches to review policies with their teams; interpret and apply federal and state rules and regulations, the Memorandum of Understanding, the Unclassified Employees Rules and Regulations, benefits regulations, and other requirements; advise employees and candidates on matters related to employment, promotion, retirement, benefits, etc.
- Assist management to address employee performance-related issues including preparation of evaluations; counseling and disciplinary documentation; labor/employee relations issues; and other HR needs.
- Provide assistance to the Management staff by preparing and editing a variety of written documents, including evaluations and disciplinary documentation.
- Provide staff assistance to the General Manager; conduct special projects as needed.
- Work with the Organizational Performance Program Manager and Technical Training Program Manager to assess team, work group, and/or District-wide employee development needs; review and recommend soft-skills training programs; research, compile, and produce appropriate training materials; coordinate mandated and soft-skills training programs; may provide training.
- Work with the Business Services Manager, General Manager, and Organizational Support Team to develop and implement the Organizational Support Team's Strategic Plan objectives and performance measures to meet District and team Balanced Scorecard goals; develop and apply benchmarking data and other metrics; ensure that performance measures are tracked and met.
- Work with others to maintain and improve efficiency and quality of work; identify and implement process improvements; and provide QA/QC oversight.
- Ensure that the District's safety program requirements are implemented and carried out and work with staff and the Environmental Health and Safety Program Manager to identify and resolve safety issues.
- Help create a strong performance ethic within team; promote fairness; provide facilitation, training, and problem-solving support to team members to carry out leadership and administrative team-related responsibilities; facilitate conflict resolution by helping team members resolve problems or issues; and address/resolve conflict directly.
- Assist in employee selection; set clear, achievable performance expectations; coach employees to carry out their responsibilities; provide ongoing feedback on performance, both technical and interpersonal; conduct timely performance reviews and check-in meetings with employees; identify safety and training needs and help individuals develop training plans. Support employee development goals through training, shadowing, and leadership opportunities.
- Motivate and recognize employee contributions; maximize individual development; and counsel employees on performance issues and carry out progressive discipline if necessary.
- Monitor developments in the Human Resources field and evaluate their impact on the District.
- Prepare or direct the preparation of a variety of periodic and special reports, including the Monthly Operations Report and agenda items for meetings of the Board of Directors; direct, coordinate, and supervise the dissemination of human resources--related information, such as policies and procedures, manuals, and benefits information;; and administer and coordinate Human Resources consultant contracts.
- Assist in preparing the Organizational Support Team's budget; monitor and approve expenditures.
The Human Resources Manager will also perform any other duties that are appropriate for its scope and level of responsibility in the organization.
