Annual salary range: $85,000 to $110,000.

The Board of the De Luz Community Services District is seeking a qualified individual to fill the position of General Manager (GM). The De Luz Community Services District (DLCSD) is comprised of approximately 20,000 acres of avocado & citrus groves in a mountainous area west of the City of Temecula. The District is divided into roughly 1800 parcels, has a population of approximately 4200 residents and maintains about 90 miles of roadways. The District was established in November 1978 and was granted the power to perform three functions: road construction and maintenance, refuse collection and extended police protection. The De Luz Community Services District employs 6 full-time individuals and has an annual budget of $2.1 million.
Roles & Responsibilities:
The GM assists in the development and implementation of Board policies. H/She is the chief executive officer of the district and supervises its general affairs and staff. The Board is seeking an individual who will be actively involved in the community.
Education. The ideal candidate will have a Bachelor’s degree from an accredited college or university in public/business administration or related field. A civil engineering degree would be a plus. Any satisfactory combination of practical experience (beyond that required for initial qualification) and education will be considered if the candidate is able to demonstrate that h/she can perform the job functions.
Experience. The position requires a minimum of five years’ progressively responsible experience in local government. Progressive management responsibilities would ideally include positions such as GM/Administrator, Assistant Manager, Finance Director, Community Development Director, or equivalent. A working knowledge of roadway rehabilitation, maintenance and construction is highly desirable.
Skills & Performance Standards:
Administrative/Management Abilities. The GM must be able to establish and maintain positive and cooperative working relationships with citizens, the Board and employees. Must be a team leader who can hire, train and develop a team that works effectively together; must take policy direction from the Board and implement it; effectively manage and organize projects, and provide effective delegation and supervision to ensure budgets and timelines are met. The GM must also be familiar with municipal government organization, functions and relationships. Excellent written and verbal communication skills are essential. The GM will communicate with small and large groups on issues of importance to the district.
H/She will oversee all district operations, including: budgeting and finance; planning; public safety; emergency management; personnel; and all other district services. The GM also acts as the District’s business agent in the sale of real property and other matters relating to District contracts, permits, franchise agreements and leases. Must understand public purchasing and contracting requirements, as the manager acts as the district’s purchasing agent. The ideal candidate shall be computer literate and be proficient in the use of standard word processing, spreadsheet and online communication programs.
Budget/Finance. The candidate must have a working knowledge of local budget laws and will be able to deal creatively with limited revenues and resources. The GM will prepare the annual operating budget and present it to the Board. A successful track record in grant application and implementation would be a plus for this position.
Personnel/Human Resources. The GM exercises control and general supervision over all district employees. Must know and apply the principles of personnel management, assigning and supervising the work of the staff.
Community Relations. The Board is seeking an individual who can work on the district’s behalf as a partner with the community. The GM must be receptive to hearing input from, and be attentive to citizens; H/She is expected to exercise tact, patience and professional courtesy in contacts with the public, district personnel and all elected and appointed officials to maintain the highest standards of public service. Must have strong communication skills, including public speaking to large and small audiences. In order to successfully promote the district, the manager must have the desire and ability to work closely with and participate in community groups and organizations. The manager will be the district’s representative on a variety of local boards and others as the opportunity arises. The manager will exhibit leadership, promote the district and serve as a model for other district employees.
Board Relations. The Board expects to have open, honest, direct and regular communication with the GM regarding the needs and affairs of the district. The manager will need to provide the Board with complete information on policy options for matters requiring a decision, in order to allow the Board to make informed decisions. Proficiency in all phases of strategic planning is highly desired.
Intergovernmental Relations. It is important that the GM is able to network in the region and at the state level to maintain and further develop good working relationships with a wide variety of other local governments and state agencies. The GM will be responsible for keeping the board informed about intergovernmental relations and issues impacting the District. The Board is seeking an individual who is interested in and will keep the Board informed on statewide issues affecting special districts.
Innovation and Major Achievements/Miscellaneous. The GM assists the Board in developing and implementing long and short range plans for the district. Membership and participation in professional organizations will be encouraged. The Board is seeking an individual who is creative, who can work with the board to identify areas for improvement and help implement best practices.

For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees Retirement System (CalPERS) or a reciprocal agency, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement formula shall be:
2% at 62 defined benefit plan (non-safety)
Employees pay the full six and one quarter percent (6.25%) member contribution
Current CalPERS Members
For employees hired after 1/1/2013 who are CURRENT MEMBERS of CalPERS or a reciprocal agency and HAVE NOT been separated from service from such agency for six months or more, the retirement formula shall be:
2% at 60 defined benefit plan (non-safety)
Employees pay the full seven percent (7%) member contribution
