ABOUT THE DISTRICT
The Greater Los Angeles County Vector Control District (GLACVCD) is a non-enterprise, independent, special district, enabled and empowered to act as a public health agency as a result of legislation incorporated in the California State Health and Safety Code. GLACVCD is one of five mosquito and vector control districts in Los Angeles County. The District serves approximately 6.8 million residents in a 1,338 square mile area, making GLACVCD the largest vector control district in Los Angeles County.
Under general direction and supervision of the Director of Community Affairs, and in collaboration with the operational and technical supervisory staff, the Public Information Officer (PIO) 1) identifies and utilizes appropriate methods for reaching the District’s varied constituents such as mass media, community leaders, public officials, service groups, employees, and residents; 2) represents the District in media and community relations appearances; and 3) coordinates and executes public information programs to raise awareness and provide education about vector control and vector-related public health concerns. The PIO reports directly to the Director of Community Affairs, assists with oversight of departmental personnel and projects, as directed, and works in collaboration with other District personnel as required. The PIO will supervise department staff when required during the Director of Community Affairs’ absence.
The PIO plans, schedules, and participates in special community and media events such as fairs, exhibits, and attractions that profile and promote public awareness of the District’s mission, activities, and function; writes and publishes media releases and informative articles associated with District activities and events; creates and develops multimedia informational/educational materials for public and District use relating to the District’s activities; maintains and provides updates to the District’s website and social media sites; assists with the development and implementation of advertising and other outreach strategies delivering accurate and effective information District-wide and to targeted groups motivating effective behavior change; develops internal communications content and media training for District staff; and serves as spokesperson for the District as assigned by the Director of Community Affairs. Other duties as assigned.
EDUCATION and EXPERIENCE
Bachelor’s degree from an accredited college with emphasis in Communications, Marketing, English, Journalism, Video or Graphic Arts, or Biological Sciences andtwo (2) years of satisfactory experience working in public relations, journalism, for a public health agency, non-profit organization, vector abatement agency or private pest control company.
Experience working and interacting with the public and community members, the media, members of private industry and governmental entities in a public education or public relations capacity speaking to the public, giving interviews to the media, and delivering presentations to a live audience.
Experience writing and/or designing public information materials such as brochures, flyers, and articles for public dissemination; knowledge in video production/editing, digital and social media advertising and web design.Preferred Experience: Ability to write, speak and understand a second language. Public sector experience.

GLACVCD is one of five mosquito and vector control districts in Los Angeles County. The District serves approximately 6 million residents in a 1,330 square mile area, making GLACVCD the largest vector control district in Los Angeles County. Funding is supported by ad valorem property and special assessment taxes. For fiscal year 2013-2014, the minimum assessment rate is $7.74 per parcel. Parcels within the black fly control assessment zone are charged an additional $0.30 for that service.
Service programs include controlling mosquitoes, aquatic midges, and simulium black flies.
