The Position is an at-will position. The General Manager serves as the Chief Executive Officer of the District. The General Manager reports to a five member Board of Directors that are elected at large by the citizens of the District. The General Manager is responsible to enforce policy and procedures adopted by the Board of Directors. The General Manager is also the Chief Financial Officer and is responsible for creating an annual budget, approval of all expenditures, transfers and allocations to special funds. The General Manager is the primary face of the District and the spokesperson for the agency. Other duties of the General Manager include but are not limited to reviewing existing policy, evaluating employees, project administration, hiring, evaluating, disciplining and terminating employees.
The General Manager must maintain a good working relationship with regional agencies including the Regional Water Authority, Sacramento Groundwater Authority, Water Forum, State Water Resources Control Board and other State and Federal Agencies.
The Ideal Candidate
The RLECWD is currently seeking a General Manager who is forward thinking and visionary. The District needs a problem solver who has the ability to use a collaborative approach while demonstrating the ability to act decisively once all information is received. The General Manager must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills. Excellent written and verbal communication skills are necessary.
The General Manager must have the ability to perform well under pressure. They must have strong negotiating skills.
The General Manager should understand water treatment and distribution practices, Federal, State and Local laws, codes and regulations that pertain to County Water Districts.
In addition to relevant certificates, the District is willing to consider several years of work experience in the water industry in lieu of each year of academic work. A bachelor’s degree in Engineering or Public Administration or equivalent experience is preferable. A bachelor’s degree in business, finance or public administration will be considered. A minimum of 5 years in management or administrative experience in a public agency is required.
Additional Salary Information: The salary range for the General Manager is $90,000 to $125,000 and is dependent upon qualifications. The District offers an attractive benefits package to all employees with final compensation to be determined under contract negotiations.
The towns of Rio Linda and Elverta are situated in the Northwest corner of Sacramento County in the central valley of California. The towns are in a rural bedroom community located 15 minutes from downtown Sacramento. Lake Tahoe and San Francisco are both 1 ½ hours away from this centrally located community.
The District was created in 1949 and currently serves 4,600 connections. The District is... approximately 18 square miles and is only 20% built out. There is an impending specific plan which includes 5,000 connections in phase 1 of the project. It is estimated building will start in the next couple of years. The District is currently in the beginning stage of bringing water to the area from the Sacramento River.
The Rio Linda Elverta Community Water District (RLECWD) has 10 employees. All staffing except the General Manager belong to the Teamsters Union Local 150. The annual operating budget of the District is currently $2,022,639.
